No. KakaoTalk doesn't offer a public link to individual personal profiles. Instead, you can generate a QR code from a KakaoTalk Channel (플러스친구) ID or a full Open Chat URL.
Enter the number with the country code included — dashes, spaces, and the '+' symbol are automatically stripped, and only the digits are used to build the standard wa.me link.
